MANAGEMENT OF PHOTOVOLTAIC WEEE, OPERATIONAL INSTRUCTIONS UPDATED

The new version of the Operational Instructions for end-of-life management of photovoltaic modules incentivized under the Energy Account scheme has been published. The new document, approved by the Ministry of Environment and Energy Security with Directorial Decree No. 45 of March 12, 2025, incorporates the changes introduced by Law No. 11 of February 2, 2024 (known as “Energy Decree”) and Law No. 115 of August 8, 2024 (known as “Critical Raw Materials Decree”).

 

More details on some changes:

 

  • Updated timelines for submitting applications to join Collective Systems for the payment of guarantee quotas amounting to €10/module, within two annual 60-day time windows;
  • Specified terms for the return of withholdings by GSE
  • The rationalization of total and significant revamping cases, including the documentation required to certify proper end-of-life management of professional installations.
  • Added information on cases of sales abroad

 

The first time window for communicating membership to Collective Systems will be operational from April 1, 2025, for a total period of sixty days, until May 31, 2025, while the second time window falls within the period July 1, 2025 – September 30, 2025. For years following 2025, the time windows are defined as follows: from February 1 to March 31 (first time window) and from June 1 to July 31 (second time window).

 

Please note that the application for membership to a Collective System must be submitted to GSE exclusively through the SIAD application, using the “WEEE – Collective System Membership Model” questionnaire.
